A vast casino world-style idea is planned for the arid Los Monegros area near Zaragoza, a dream for some, a nightmare for others.
The 5,000 acre spread will feature 32 – yes, that’s right, 32 – casinos, 70 hotels, five theme parks and a bullring. There will be replicas of the Egyptian pyramids, various Roman temples and, for some reason only known to the promoters, the Pentagon.
In short, Aragon is backing bad taste to the hilt – and anticipating making a financial killing and solving local unemployment into the bargain.
The Gran Scala as it will be known, will cost around 25 billion dollars to build and will be ready for its first punters in 2015. The project is the brainchild of a consortium of foreign companies under the umbrella name of International Leisure Development.
A jubilant Marcelino Iglesias, regional president of Aragon, said: “This is an important day for Aragon. Gran Scala is a great hope for all of us.”
The city, which will be the second largest of its kind after Las Vegas itself, is expected to attract up to 25 million visitors a year.
The plan has been welcomed by all political parties except for Izquierda Unida which had no hesitation in labeling it “a barbarity” in view of the effect it will have on the local environment.

A rival to Las Vegas: 17bn casino complex expects 25m visitors a year: Site should be a protected nature reserve, say critics

Europe’s largest casino complex, second in the world behind Las Vegas, is to be built in one of the driest regions of Spain, with the project’s investors saying they hope to attract 25 million visitors a year.

Gran Scala will eventually contain 32 casinos, 70 hotels, 232 restaurants and 500 shops, alongside replicas of Egyptian pyramids and Roman temples. There will even be a copy of the Pentagon – which will serve as a hotel in Spyland, a theme park dedicated to all things 007. And, because this is Spain, there will be a bullring.

The complex will be built on 2,000 hectares (4,943 acres) of steppe in Los Monegros, Aragon. Developers say it will open by 2015. The British-based consortium, International Leisure Development (ILD), settled on east Spain after plans to build in Dubai and France fell through. Millions of euros are being spent on nearby Zaragoza, improving its transport connections in time for next year’s World Expo, making it the ideal location, according to ILD.

The regional government gave the go-ahead to the euros 17bn (pounds 12.1bn) Gran Scala, arguing that the site is desert, where nothing grows, and that it is ripe for construction.

But Greenpeace disagrees. It accuses the Aragon government of dishonesty in the way it has presented the project, arguing that the land is a rich nature reserve that should be protected, not built upon.

“Los Monegros is a place of great natural biodiversity, with a huge range of species from Africa and Asia that have been very well conserved over the last five million years,” said Julio Barea of Greenpeace. “In the last five years alone, 200 new species have been discovered there.

“In any other country, it would be a national park, strictly protected. What the politicians in Aragon are doing is shameful – telling voters that there is nothing there worth protecting, when it is in fact a zone rich in animal and plant life.”

The comparison with Las Vegas is more apt than the developers realise, said Barea. The demands of the casinos, hotels and houses in Las Vegas are causing the Colorado river to run dry. “Over here, in one of the driest regions of Spain, where will we get all the water to supply Gran Scala?”

ILD and the local government deny the complex will cause environmental damage. At the launch of the project in Zaragoza this week, the vice-president of the region, Jose Angel Biel, said: “This is a very important day for Aragon. Gran Scala is a great hope . . . We couldn’t let the opportunity pass.”

It believes that the projected 25 million visitors a year, 80% of whom are expected to come from outside Spain, will bring in euros 600m in taxes annually for the region.

Central government could also receive around euros 1bn in tax a year thanks to a relaxing of gambling regulations this year.

Zaragoza airport is a hub in the low-cost air network, and only two-hours’ flight from Stansted airport, north of London. ILD hopes to attract millions of Britons each year, particularly as the prime minister, Gordon Brown, has put plans for a super-casino in Manchester on hold.

But many believe the projected number of visitors for Gran Scala is wildly exaggerated, representing half of the total number of people who visit Spain each year. In Aragon, the leftwing party Izquierda Unida (IU) is leading the opposition to the casino complex, worried not just by the potential environmental damage but also the glorification of mass consumerism and Las Vegas-style gambling.

“I do not understand what is happening,” said Adolfo Barrena, the general coordinator of IU in Aragon. “We appear to be the spoilsports but we believe this plan is a disaster.”

ILD is unable to give the exact location of Gran Scala as the land has yet to be bought.

Las obras de Gran Scala se retrasarán hasta 2009

José Ángel Biel afirma que el proyecto está avanzado, pero reconoce que las obras del complejo no comenzarán hasta 2009

El vicepresidente del Gobierno de Aragón, José Ángel Biel, afirmó hoy que las obras del complejo de ocio y juego Gran Scala en Los Monegros comenzarán en 2009, y no en el tercer trimestre de 2008, como preveían los promotores, puesto que el proyecto requiere “muchos trámites” previos.

ZARAGOZA.- “Por muchos milagros que hagamos” las obras no podrán comenzar este año, admitió Biel, quien, no obstante, subrayó que el proyecto, en el que se prevé invertir hasta 17.000 millones de euros en varias fases, “estará muy avanzado” al término de la actual legislatura.

En la rueda de prensa posterior al Consejo de Gobierno, Biel aseguró que este año se decidirá la ubicación del macrocomplejo de 2.000 hectáreas y se pormenorizará el proyecto “a nivel de planos” y, “si no se tuerce nada”, parte de las instalaciones estarán en marcha antes de que finalice la legislatura.

Insistió en que “se está acelerando todo lo que se puede” y que lo importante es que, al término de la Expo, Aragón contará con otro “proyecto de envergadura”.

El vicepresidente explicó que los promotores de Gran Scala, integrados en el consorcio inversor International Leisure Development (ILD, barajan en estos momentos cinco ubicaciones posibles para el parque, aunque alguna de ellas presenta “dificultades”, por lo que el número de posibilidades se reducirá.

Los promotores, que todavía no han expresado al Gobierno de Aragón ninguna preferencia, cuentan con informes “muy completos” sobre las zonas a estudiar, incluso con fotografías aéreas.

Biel remarcó que “no se trata de una competición entre ayuntamientos” y que la opción finalmente elegida será “buena para todo Aragón”.

El vicepresidente indicó que el Gobierno de Aragón ya ultima la Oficina Técnica que establecerá, “siempre de acuerdo con la comarca”, las directrices de ordenación del territorio en Los Monegros.

Biel destacó la buena aceptación que, a su juicio, ha recibido Gran Scala en la sociedad aragonesa y señaló que la oposición a un proyecto con “tantos miles de empleos” es “difícil de explicar”.

“No hay gobierno en el mundo que, teniendo el sitio y las competencias, pueda decir que no a este proyecto”, defendió Biel, quien remarcó que “en el sur de Europa no hay un sitio como Los Monegros” para el desarrollo del macrocomplejo.

El vicepresidente, que se preguntó “qué hubieran dicho los aragoneses” si se enteraran que el Gobierno “ha dejado pasar 40 ó 50.000 empleos”, recordó que el Ejecutivo autonómico todavía no ha puesto “un duro” ni ha arriesgado “nada” con Gran Scala.

El macrocomplejo de Gran Scala, que incluye la construcción en unas 2.000 hectáreas de cinco parques temáticos, 32 casinos y unos 70 hoteles, además de centros comerciales, un hipódromo y un campo de golf, fue presentado el pasado mes de diciembre por el Gobierno aragonés y el grupo inversor internacional ILD.

Aristocrat casinos in Gran Scala Monegros City

The hugely ambitious Gran Scala project, an amusement and casino resort destination planned for Aragon in north-eastern Spain, is raising some eyebrows and generating quite a buzz in the casino industry. British-based consortium International Leisure Development‘s Christian Colus explains what the project means, to Casino International.

With an estimated 25 million visitors a year to its 32 casino hotels, 70 hotels, 232 restaurants and hundreds of shops among its theme parks and attractions, Gran Scala will be second only to Las Vegas in terms of its scope within the casino industry. But is it viable to expect 25 million visitors? Critics have asked questions about supplying water to one of Spain’s driest areas, and Greenpeace says the whole area in Los Monegros should be a nature reserve. Complainants will need to move quickly though – breaking ground for the project is scheduled for September 2008; ILD is not dragging its heels and, according to ILD’s Christian Colus, there is plenty of interest in the development despite concerns of a global financial slowdown.

Casino International: 12 companies are involved with ILD as shareholders, many of which are very wealthy, and I know Aristocrat is part of this. How did they get involved?
Christian Colus: Aristocrat was involved on the gaming side because there is a lot of work to be done with the state of Aragon about the new law that will be launched for the project. The current law of Aragon is not adapted to this kind of project. Not only about the taxes, which is one of the major issues, but the also that it was very difficult in Aragon to have an approval for a slot machine, the new models. Because you need to do in Spanish you need to respect a lot of things that are very different to international standards. So what’s happened, for example, a provider like IGT or Aristocrat will take a lot of time and expense for what, for sell one or two slots, because there is only one casino in Aragon. So it is not possible. So the work was to work on the document with the state to have exactly the same offering as that in Macau, or in Las Vegas, you know, and to work on the on the international standards – and of course to allow English. That was the major problem. Because if you allow English directly you can have the possibility to buy all the slots from all the biggest catalogues from IGT, Atronic, Aristocrat.
CI: In terms of the development, the amount of casino hotels that you’re talking about (32) is a huge number for any country to take on; Spain doesn’t have a huge number of casinos anyway, does it?
CC: It is important to forget Spain in the conversation as such. We are creating a new destination in the same way as Dubai, Orlando or Las Vegas exists. Spain is not the most important potential market. The problem in Spain is that the casinos don’t work. Why? Because the slots are very old. If you have the time to visit one casino in Spain – except in Barcelona and Madrid where they have done a lot of investment – they are very old slots because they cannot allow English, you know, as we mentioned earlier.

CI: Why Aragon?
CC: Why Aragon? Because first we have the situation, within a 300km radius we have almost 26 million people, with Aragon exactly in the middle. Barcelona, Madrid, Valencia, Bilbao, Toulouse are all close by. And second, with Expo 2008 taking place in Zaragoza, they have done a lot of work to the infrastructure. One of them is the fast train, and we’ll have a fast train station inside of the project. So it will be at almost one hour from Madrid and Barcelona by train.
There are three airports, one is completely new, the two there are quite handy, at less than 60km from the land.

CI: It’s such a huge project, it almost seems unreal in scope.
CC: We have done a lot of market study, and the idea was to propose something very big. And now, you know, we have got a lot of call for a lot of potential operators. I don’t speak only about casinos, but hotels, restaurants, theme parks, it’s incredible. Because everybody wants to be in something big; something big gives you the guarantee that it will work. There are many destinations in Europe, medium-sized destinations that are in a lot of problems and are working only with public money. But something this scale shows confidence, it shows that it will work because there is a lot of investment and people will come to see a lot of things; maybe if you’re not interested in casinos you will stay to see some spectacles, some theatre, some theme parks.
The idea to have five theme parks the size of Disneyland was very strong, because we had some meetings with big operators, park operators, who we are still negotiating with, and they’re interesting because they still want to be mixed with casinos because they think that is the future of entertainment. To mix casinos, but not be casinos, the kind of casino in Las Vegas, with spectacle, with ambition. And so we already have three theme parks located and we are negotiating with two big companies; we’ll also have 15 middle-sized parks with a lot of concepts that are interesting too. We’re creating the first destination of its kind in Europe.

CI: It’s ambitious to have 32 casino hotels opening together, along with everything else. Or will the launch be staggered?
CC: Of course it will be not 32 casinos the first day, but it might be 14 initially. We have eight groups that are already involved and it should be relatively straightforward to have 14 up and running when we open. So two theme parks, some hotels, accommodation centres, I think 40-50 per cent of the project will be ready on the opening, and five years later we will complete all the concept.

CI: So what is the total overall investment to make the project happen from start to finish?
CC: There is a lot of confusion on the price, really. Everybody speaks about 17 billion Euro. 17 billion is the total investment, but for everything, for the structures, for the casinos, the theme parks, the hotels, everything.

CI: Are there preferred partners or can anyone buy a parcel of land?
CC: We have a big competitor of Aristocrat that want to do a casino and we say, yes, of course, it’s open to everybody that has the money and wants to do it. We give the same price for everybody. No preference, no; the only problem we can foresee is a big fight for the different themes! Everybody wants to do Athens, or Rome but don’t want to do Cro Magnon, for example!

CI: What is the hoped for completion date?
CC: We have some important dates. The first one is to begin to work on the construction. The state were asking us to begin the construction the 17th September 2008. Why? Because the 16th is the end of the international expo.

CI: How are you going to select the right partners? What criteria must they meet to be taken on board?
CC: First, of course, you know the state will do some compliance at first. For example, if a very well known casino group is coming, it will be quite easy to give an agreement. If it’s someone that we don’t know, he needs to prove that he has the ability to manage a casino, to do the construction and to have the money to do it.
We don’t have ten years to do selection, is the problem. When you have a lot of time you can do a big selection, a competition, so people that agree and are very well known, you know, it’s more easy for Aristocrat as for slot provider to know the people if they are able or not to do that kind of business. But there is also a lot of groups that are not involved in casinos, in real estate for example, that are interested in doing a casino, that want to be candidates, and we say, OK, in that case they need to present some resumé of people managing casinos, and if they can present a solid project, because they have the money but they don’t have the know-how they could have the licence too. We’re not limited to existing casino groups.

Feria del juego ATEI ‘08 en Londres -Earls Court - Gran Scala - London - Aristocrat

International Leisure Development (ILD), el pool de empresas que promueve el complejo Gran Scala, firmó el pasado miercoles el primer acuerdo definitivo con una compañía del sector del juego para hacerse cargo de la gestión de uno de los hoteles-casino del recinto monegrino. La empresa es Novomatic, con sede en Austria. Queda por decidir de cuál de los 32 establecimientos proyectados se hace cargo.

El acuerdo fue sellado ayer en Londres, ciudad en la que tiene la sede ILD y en la que sus ejecutivos desarrollan esta semana una intensa actividad negociadora con operadores del sector del juego en la feria Amusement Trades Exhibition International (ATEI).

International Leisure Development tiene cerrados acuerdos de instalación desde hace unas semanas con al menos ocho operadores de casinos. Sin embargo, la firma de esos contratos está pendiente de trámites en las sedes de las compañías, la mayoría de ellas estadounidenses, donde el proceso para este tipo de acuerdos suele prolongarse.

PERFIL Novomatic, con sede en Viena, fue fundada en 1980. Tiene como compañías hermanas a Admiral Casinos & Entertainment y a Casino Systems Holding, aunque el grupo está integrado ahora por unas cuarenta sociedades. Se dedica al desarrollo de tecnología para máquinas de juego, así como a la gestión de casinos. Dispone de un parque de 20.000 tragaperras distribuidas en 240 casinos.

Novomatic gestiona salones de juego, además de en Austria, en centroeuropea –Praga y Montreux– y en los Balcanes, caso de Zagreb. También ha abierto líneas de expansión hacia los países bálticos –explota el Olympic Casino, en Tallín, capital de Estonia– y Sudáfrica.

El grupo empresarial austriaco ha duplicado sus beneficios antes de impuestos en los últimos dos ejercicios, al pasar de los 91 millones de euros del 2005 a los 195,9 del 206. Los fondos dedicados a inversiones crecieron en una proporción mayor, ya que en ese mismo periodo se elevó de 65,1 a 162,5. En esos tres ejercicios su plantilla aumentó en un 62%, ya que pasó de 2.737 a 4.370 empleados.

Su balance consolidado indica que al cierre del ejercicio del 206 disponía en su caja de recursos líquidos por valor de 120 millones de euros.
